Dear Neighbors,
The Department of Education and Early Development has announced the list of schools statewide that have or have not
made Adequate Yearly Progress (AYP) in assisting students to meet academic proficiency as required by the federal No
Child Left Behind Act (NCLB). For the first time, districts, schools, parents, and community members will have the
information they need to target and correct the specific problems in their schools. We will all be able to evaluate the data,
see what needs to be done, and do it.
To make AYP, a school must achieve proficiency in each of 31 categories as measured by the Benchmark Tests in grades
3, 6, and 8; the Terra Nova/CAT 6 Tests in grades 4, 5, 7 and 9; and the High School Graduation Qualifying Exam in
grade 10. The subgroups of students are: African American, Alaska Native, American Indian, Asian, Caucasian,
Hispanic, Economically Disadvantaged, Students with Disabilities, and students that are Limited English Proficient (LEP).
A designated percentage of students in each of these 9 subgroups must demonstrate that they are proficient in reading,
writing, and math. This year, 64.03% of each subgroup of students must be proficient in language arts and 54.86% of
each subgroup of students must be proficient in math for the school to make AYP. In addition, at least 95% of each
subgroup must have participated in these state tests. With this information, no school will be able to hide the poor
performance of a single group of students inside the school's average performance.
NCLB requires that the percentage of students required to be proficient in reading, writing, and math in order for their
school to make AYP to increase over time. Each subgroup of students will have to have the following percentages of
proficient students in the school years indicated below:

I congratulate the school personnel, students, parents, and community members for those schools that did make AYP this
year. For those schools that did not, I know the commitment is there to ensure that all students learn and demonstrate the
essential skills they will need in life. We will work together to meet our goals for next year.
