05-09-03 : The Alaska State Governor signed into law House Bill 71 on Friday. Sponsored by the House State Affairs Committee, HB 71 extends the Board of Midwives until June 30, 2007. Otherwise, the board terminates June 30, 2003 and must conclude its administrative operations within the following year. The board serves both to make sure people practicing midwifery are aware of the level of experience and education expected of them and to hold them accountable to an established standard of care.

HB 522 deals in terms of Best Management Practices or BMPs for small vessels that currently operate in Alaskan waters and allows for differing standards for small and large vessels. HB 522 also stipulates that new vessels constructed after January 1, 2004 be engineered to comply with the Compliance Program if they are to be used in Alaskan waters. This is an agreeable solution that will work for Alaska's environmental and business communities.

This legislation streamlines a technical definition for investment adviser representative that at present is redundant and, therefore, difficult to comprehend, gives the securities administrator the authority to fine a person who violates the Securities Act up to $100,000 for multiple, knowing or purposeful violations and gives to the securities administrator the authority to order restitution to the victim of a violation of the Act and lower the jurisdictional limit of the division for oversight of ANCSA corporation proxy matters to those corporations with more than 250 shareholders. Amendment removed the restriction which prohibits charging more than the action cost of procedure.
