Kevin Meyer, HB 2 establishes the civil statute of limitations at three years for misdemeanor sexual assault, misdemeanor sexual abuse of a minor, incest, and felony indecent exposure. Under HB 2, Unlawful Exploitation of a Minor, a class B felony, is added to the list of sexual assault crimes in which the civil statute of limitations is removed.

HB 25 offers a comprehensive simplified alternative to the power of attorney enacted in Alaska in 1996 relating to health care services and directives for the terminally ill patient. Five simple directives request the patient's comprehensive details and instructions should they become incapacitated. These Five Wishes are: the person I want to make care decisions for me when I can't; the kind of medical treatment I want or don't want; how comfortable I want to be; how I want other people to treat me; and what I want my loved ones to know. Amended to provide guidelines for surrogate in DNR decisions and life sustaining procedures and refined DNR qualifications.

02-25-03 : House Bill 107 moved out of the House Health, Education and Social Services Committee on Tuesday. Sponsored by Rep. Nancy Dahlstrom (R-Government Hill/Birchwood), HB 107 removes the sunset provision for Medicaid coverage to women diagnosed with breast and cervical cancer detected by federal screening programs that are provided under the Breast and Cervical Cancer Treatment Act. The provision is currently set to end coverage on June 30, 2003.
HB 107 moves to the House Finance Committee.

An Act authorizing the Department of Corrections to enter into agreements with municipalities for new or expanded public correctional facilities in the Fairbanks North Star Borough, the Matanuska-Susitna Borough, Bethel, and the Municipality of Anchorage.

04-17-03 : House Bill 134 moved out of the House State Affairs Committee on Thursday. Sponsored by Rep. Bill Stoltze (R-Chugiak/Mat-Su), HB 134 would increase beds in Alaska by providing legislative authorization for local governments to finance the construction of new prison facilities and add additional beds at facilities currently owned by the state. The State of Alaska would then enter into long-term leases and operate the facilities as part of the state correctional system.
HB 134 awaits its next House committee, and will then move to the House Finance Committee.

Bill Stolze (R-Chugiak/Mat-Su), HB 177 recognizes concealed weapon permit holders from other states as valid permit holders in Alaska. HB 177 also requires the Alaska Department of Public Safety to enter into reciprocity agreements with other states when it benefits Alaska permit holders.

05-08-03 : House Bill 194 moved out of the Senate Labor and Commerce Committee on Thursday. Sponsored by Rep. Tom Anderson (R-Anchorage), HB 194 creates a tax credit for contributions made by businesses to Alaskan regional development organizations. This legislation limits the tax credit to the first $10,000 contributed by a business to a regional development organization. The tax credit allowed under HB 194, when combined with credits allowed under various other tax credit provisions in statute, may not exceed the previously established limit of $150,000. This tax credit will sunset in 2005.
HB 194 moves to the Senate Finance Committee.

Bill Stoltze (R-Chugiak/Mat-Su), HB 226 brings the state of Alaska's definition of organic agricultural products in line with the federal definition. HB 226 would create an Alaska organic certification program, providing in-state certification for organic agricultural producers, processors, and handlers.

Amendments (1) specified that if the victim is an unemancipated minor, the notification shall be given to the parent or guardian of the victim. (2) added the requirement that the written material must also contain a brief statement about the Violent Crimes Compensation Board. Accompanying letter of intent was also adopted.

For sexual offenses, this bill would require criminal defense attorneys and investigators to first obtain the written authorization of a minor victim's or witness' parent or guardian prior to conducting a tape-recorded interview with the minor. This is currently required by law for non-recorded statements and this bill attempts to close this legal loophole. Amended to removed section 1.
