One is that the existing seafood lab in the Mat-Su will be closed soon and needs to be replaced. The other is that the Alaska Industrial Development and Export Authority (AIDEA) currently owns a 250,000 square foot underutilized state-of-the-art seafood processing facility in Anchorage. This resolution suggests that a better use of state funds would be to incorporate the proposed lab into the existing AIDEA owned building that currently houses Alaska Seafood International.

SCR 12 passed the Senate April 5 by a vote of 11 to 9 and was noticed for reconsideration. It requests the Local Boundary Commission to consider borough incorporation for four areas of the state: Upper Tanana Basin Model Borough, Copper River Basin Model Borough, Glacier Bay Model Borough and Chatham Region Model Borough. These four areas of the state were identified in a February 2003 report by the LBC entitled "Unorganized Areas of Alaska that Meet Borough Incorporation Standards," as meeting the existing standards for borough incorporation. Details regarding establishment of each borough would be included in the recommendation. The recommended incorporations would be adopted unless the legislature disapproves them within 45 days after they are submitted.
