Leman Bill to Improve Underground Tank Program
(JUNEAU) - Senate Bill 153 by Sen. Loren Leman (R-Anchorage), which makes changes to the state program to clean up underground fuel storage tanks, passed the Senate Monday by a vote of 18-2. "Senate Bill 153 is what Alaskans expect out of government-it makes it more efficient," Leman said. The bill phases out grant programs for owner/operators of underground storage tanks and makes the current loan program a revolving loan fund. Responding to an Environmental Protection Agency mandate, during the past decade the state has provided funds for upgrades of underground storage tanks and cleanup of spills. Gas station owners, schools, civil air patrol organizations and municipalities have all participated. More than $38.9 million has been appropriated since 1991. "We've made progress with upgrades of tanks and cleanup of spills, but need to target remaining resources and provide certainty for the small owner and operator," Leman said.
