Anti-Crime Laws & Victim's Rights

HB 36 (1989) (Donley) Alaska Crime Victims Rights Act of 1989.
HB 217 (1989) (Donley) Improved the jury duty selection process.
HB 488 (1990) (Donley) Toughened penalties for using a firearm to commit a crime and for second time assaults.
HB 100 (1991) (Donley) Alaska Crime Victims Rights Act of 1991 - increased protections for victims.
HB 103 (1991) (Donley) Allows minors to be fingerprinted if they are arrested.
HB 104 (1991) (Donley) Strictly limits convicted felons' possession of guns and makes it illegal to have guns on school property without permission from school authorities.
HB 105 (1991) (JUD) Strengthened prosecution of multiple defendants and those who commit multiple crimes.
HB 142 (1991) (JUD) Strengthened laws dealing with the crime of escape.
HB 169 (1991) (JUD) Made it possible to issue a search warrant by facsimile machine.
HB 396 (1992) (JUD) Anti-Violent Crime Act of 1992. (Closed loopholes and toughened crime laws in twelve major areas including life without parole for first degree murders, prohibition of stun guns on school grounds, increased penalties for drug dealers, anti drive by shooting provisions and toughened sexual assault laws.)

SB 24 (1994) (Donley) Increased the maximum time a criminal may be sentenced to serve on probation from five to ten years.
SB 1 (1997) (Donley) Alaska No-Frills Prison Act - Establishes uniform standards limiting prisoner amenities in Alaskan prisons. This law fulfills the new state constitutional mandates, adopted by voters in 1994, of "community condemnation", "victim rights", and "victim restitution" as constitutional standards for prison administration in Alaska.
SB 70 (1997) (Donley) Increases the penalty for unlawfully shooting firearms at homes by classifying the crime as a felony. Before the passage of this measure, the unlawful discharge of a firearm was only a misdemeanor offense.
SB 63 (1998) (Donley) Treats juvenile offenders with multiple convictions for violent offenses with deadly weapons as adults.
SB 28 (1998) (Donley) Strengthened laws dealing with cruelty to animals.
SB 11 (1999) (Donley) Increased the minimum mandatory sentence for second degree murder from five to ten years.
SB 268 (2000) (Donley) Mandatory 99 years for murderers convicted of murder in the first degree during a robbery.

Women's Issues

SB 8 (1999) (Donley) Increases number of women's restrooms required by state plumbing code in large public buildings.
SB 14 (1997) (Donley) Protects victims of domestic violence from insurance company discrimination such as refusing to provide coverage, from canceling a policy, and from increasing premiums only on the basis of domestic violence.

HJR 19 (1987) (Donley) Requested Congress provide for Resident Hire on Federal Projects in Alaska.
HJR 18 (1988) (Donley) Alaska Hire State Constitutional Amendment - Adopted by voters, November 1988
HB 34 (1989) (Donley) Lengthened residency requirement for Permanent fund dividend to one year (from six months).
HB 82 (1989) (L&C) Delivery of Supplies - Helps small, Alaskan-owned businesses to successfully compete for state funded procurement bids.
HB 160 (1989) (L&C) Alaska Neighborhood Revitalization Act - Enables neighborhood businesses and communities to access public and private matching funds for revitalization projects.
HJR 37 (1989) (L&C) Small Business Administration (SBA) - Successfully requested the SBA to lift its moratorium on loan refinancing in Alaska.
HJR 45 (1989) (L&C) Local Hire on Disaster Cleanup Work - Urged Congress to require local hire for disaster cleanup work involving federal agencies.
SCR 3 (1997) Donley) Urged the Attorney General to utilize every appropriate resource to defend Alaska's interests in the civil action filed against the state challenging the 1996 revisions to the Northstar unit leases.
SB 7 (1997) (Donley) Reduces Fees for Resident Combination Licenses and Increases Fees for Non-Resident Sport Fishing Licenses and Tags.

HB 297 (1988) (Donley) Strengthened Anchorage's Community Councils.
HB 299 (1988) (L&C) Charitable Gaming Reform Act of 1988.
HB 91 (1989) (L&C) Whistleblower Protection Law- Protects public employees who "blow the whistle" on public waste and fraud.


Education, School Safety, and Child Protection

HB 90 (1990) (L&C) School Bus Safety Act of 1990
SB 117 (1990) (Donley) Adds "infant care" instruction to what is currently encouraged in state law for each school district to include in its health care curriculum.
SB 157 (1990) (Donley) Establishes a motor vehicle license plate that represents and raises funds for the Alaska Children's Trust.


Consumer Protection

HB 44 (1989) (Donley) Reinstated and improved the Alaska Mandatory Auto Insurance Program.
HB 429 (1990) (L&C) Auto Insurance - Improves auto insurance to better protect against uninsured drivers.
HB 300 (1990) (L&C) Electrical Utilities - Helps protect consumers from rate increases.
HB 587 (1990) (L&C) Gambling Advertising - Continued federal ban on gambling on TV and radio.
HB 305 (1992) (JUD) Reformed motorcycle liability insurance coverage to reduce cost and provide greater availability.
SR 2 (1994) (Donley) Opposed use of oxy fuel in automotive gasoline until proven safe.
SB 197 (1998) (Donley) Patient Bill of Rights - Protects consumers from abuses by Health Maintenance Organizations , ensured consumers can choose their own doctors and prohibits insurance company gag orders on doctors.
SB 177 (2000) (Donley) Alaska Insurance Consumer Protection Act - Increased consumer protection against insurance company abuses and increased the power of the Division of Insurance to protect consumers.

Fair Workplace Laws

HB 170 (1988) (L&C) Collective Bargaining - Extended collective bargaining rights to non-certified school district employees.
HB 86 (1989) (L&C) Access to Personnel Files - Guarantees Alaskan workers access to their own personnel files.


Government Reduction

SB 25 (1995) (Donley) Repealed a law which required vegetable dealers to obtain an unnecessary special license and expensive bonds.
SB 28 (1995) (Donley) Biennial I/M Testing - Saves Alaskans the time and expense of obtaining a vehicle emission test every year.

Environment

HB 486 (1992) (JUD) Exxon Valdez Oil Spill Trust Appropriation.


Senior Issues

SB 27 (1995) (Donley) Gave Alaskan grandparents the standing to petition the court for reasonable visitation rights with their grandchildren.

HB 178 (1987) (Donley) Extended Board of Nursing.
HB 179 (1987) (L&C) Extended Board of Psychologist Examiners.

HB 394 (1988) (L&C) Defined the functions and powers of electric & telephone cooperatives to protect consumers.
SB 10 (1999) (Donley) Requires electric or telephone utility in Anchorage to have an ongoing program of placing existing overhead utility distribution lines underground.

Occupational Licensing

HB 172 (1987) (L&C) Extended Board of Marine Pilots.
HB 222 (1987) (L&C) Reformed the occupational licensing regulations.
HB 533 (1988) (L&C) Improved the licensing for public accountants.

Judicial

HB 443 (1992) (JUD) Increased the number of judges in the 4th Judicial District (South-Central Alaska).
HB 92 (1991) (JUD) Reformed the retirement system for the judicial employees and former elected public officers.
SR 3 (1999) (Donley) Urged the Alaska Supreme Court to issue a final opinion in the Bess v. Ulmer case.

International Relations

HCR 40 (1988) (Donley) Designated 1988 as the "Year of Friendship between Finland & Alaska".
HJR 28 (1988) (L&C) Requested the Governor to develop an economic relationship with New Zealand.
SR 1 (1998) (Donley) Urging Switzerland and the Swiss banking industry to compensate Holocaust victims and their survivors. their heirs, and Jewish communities.
