Well Test Flares & Nonroad Engines
Issue is mobile sources of emissions v. stationary sources of emissions.
Nonroad engines = mobile sources. Mobile sources (e.g., engines used in construction equipment like road graders, bulldozers, concrete trucks, cranes, and drilling rigs), and recreational equipment (e.g., snow machines, power boats, etc.) are regulated at the manufacturing stage just like engines used in automobiles
Since nonroad engines/mobile sources are regulated at the point of manufacture - they need not be regulated at initiation of operations, according to the EPA.
Under SB 299, DEC still permits stationary facilities under Title V requirements.
ADEC is incorporating the mobile sources in the stationary facility Title V permit - EVEN WHEN THE MOBILE SOURCE HAS MOVED TO ANOTHER LOCATION.
