WHAT: Day three features morning sessions on public land policy and electric industry restructuring. The Public Lands Committee holds a roundtable discussion with public land committee chairs from around the west. Environmental policy positions of the Western Governors Association will be reviewed. The Electrical Restructuring Committee gets a progress report on the California experience and looks at renewable energy in a deregulated market. Brigadier General Hal Stearns of the Montana National Guard, a history scholar, draws amusing lessons from the Lewis and Clark expedition and applies them to modern-day leadership dilemmas.

Rose McKinney-James, President of the Corporation for Solar Technology talks about the deregulated market while Jim Conran of the Electric Consumers Alliance of Emoryville, California, gives the consumer perspective on electric utility restructuring.
