Key House Legislation Passes on Day 112

Juneau -- The Alaska House and Senate Monday passed the following House legislation:

Representative Gary Davis HB 43: Municipal Ordinances: Police Training Surcharge

Sponsored by Representative Gary Davis (R-Soldotna), HB 43 makes technical changes to a bill passed last year which expanded the types of crimes for which surcharges on fines can be imposed; the surcharges go into the Police Training Fund. HB 43 passed the House 38-0. (Contact: 465-2693)
Representative Norman Rokeberg HB 143: Real Estate: Surety Fund and Disclosures

Sponsored by Representative Norman Rokeberg (R-Anchorage), HB 143 makes changes to the real estate surety fund and provides that staff paid with money from the fund can also perform administrative duties. HB 143 passed the House 27-10. (Contact: 465-4968)
HB 187: Certificates of Need for Health Facility

Sponsored by the House Health, Education, and Social Services Committee, HB 187 broadens the criteria for decisions regarding the issuance of Certificates of Need for health facilities. HB 187 passed the House 39-0. (Contact: 465-3759)
Representative John Cowdery HB 225: Campaign Finance and Legislative Ethics

Sponsored by Representative John Cowdery (R-Anchorage), HB 225 corrects a technical oversight in Senate Bill 105 which passed the legislature last session. Furthermore, HB 225 codifies several Ethics Committee findings and clarifies several ambiguities in the current ethics law. HB 225 passed the House 27-12. (Contact: 465-3879)
Representative Lisa Murkowski HB 208: Professional Counselors

Sponsored by Representative Lisa Murkowski (R-Anchorage), HB 208 strengthens the existing Alaska statutes that established a board and licensing requirements for professional counselors. HB 208 passed the Senate 18-1. (Contact: 465-3783)
Representative John Coghill HJR 26: Alaska Maritime Boundary with Canada

Sponsored by Representative John Coghill (R-Fairbanks), HJR 26 calls for the federal government to continue ongoing negotiations with Canada over the maritime border between Canada, Russia, and the United States, but include Alaska in the talks. HJR 26 passed the Senate 19-0. Contact: 465-3719)
Representative Gail Phillips HJR 20: Federal Income Tax Marriage Penalty

Sponsored by Representative Gail Phillips (R-Homer). HJR 20 ask the Congress to remove from the Internal Revenue Code provisions which discriminate against married couples. HJR 20 passed the Senate 19-0. (Contact: 465-2689)
