Juneau -- The Alaska House of Representatives Thursday passed House Bill 255, sponsored by Representative Fred Dyson (R-Eagle River). "This bill opens the door to a more dynamic, locally relevant form of government at the community level," Dyson said. HB 255 would permit an existing second class city or unincorporated area to form a "home rule community" government structure under state law and to flexibly define its scope of governing powers and services to meet specific area needs. "A new charter-based home rule community may be the best option for unincorporated areas which would not be viable under the second class city model," said Dyson. "Existing second class cities which are strained by general law requirements may find relief in a more narrowly crafted charter. As a charter based home rule community they would be able to forego services which are beyond their capability while accepting responsibility for local needs which they can meet with local resources." HB 255 passed the House unanimously and now moves to the Senate for consideration.
