Both Bodies Pass House Legislation on Day 113

Juneau -- The Alaska House and Senate Monday passed the following House legislation:

Portrait of Representative Fred Dyson HJR 36: American Psychological Association Report

Sponsored by Representative Fred Dyson (R-Eagle River), HJR 36 rejects conclusions in a recent article published by the American Psychological Association, which suggest that sexual relationships between adults and "willing" children might be positive. HJR 36 passed the Senate unanimously.

HB 33: Arrests by Private Persons

Sponsored by Representative Fred Dyson (R-Eagle River), HB 33 outlines the circumstances under which a private citizen may place another person under arrest and outlaws bounty hunters in Alaska. HB 33 passed the House unanimously. Notice of reconsideration has been filed.

Representative Jim Whitaker HB 194: Disaster Assistance

Sponsored by Representative Jim Whitaker (R-Fairbanks), makes a technical statutory change to the Alaska Disaster Act describing the Oil and Hazardous Substance Release Prevention and Response Fund by its correct name. HB 194 passed the House unanimously.

Representative Gail Phillips HCR 9: Take a Child Hunting Week

Sponsored by Representative Gail Phillips (R-Homer), HCR 9 would name the second week in September each year as "Take a Child Hunting Week" to assist in preserving Alaska's hunting heritage and to encourage Alaskan hunters to pass on their skills and values to children. HCR 9 passed the House unanimously.

Representative Alan Austerman HCR 10: Sale of Four Dam Pool

Sponsored by Representative Alan Austerman (R-Kodiak), HCR 10 requests the Alaska Energy Authority to divest itself of its interest in the Four Dam Pool under terms which will assure that the state receives a fair market value for the power projects and that they will continue to provide adequate power to their respective communities. HCR 10 passed the House 35-2.

		Brian Porter HCR 12: Joint Committee on Mergers

Sponsored by the Speaker of the House, Representative Brian Porter (R-Anchorage), HCR 12 would establish the Joint Committee on Mergers as a Joint Committee of the 21st Alaska Legislature to study issues relating to the proposed merger of BP Amoco and Atlantic Richfield Company. HCR 12 passed the House unanimously.
