Governor Takes Action on Six Significant Pieces of Legislation

Juneau – Governor Tony Knowles today signed into law six significant pieces of legislation sponsored by House Majority members.

House Bill 264, "Negotiated Regulation/Rule Making," sponsored by Rep. Jeannette James (R-North Pole), encourages state agencies to include those parties who would be affected by proposed rules and regulations changes early-on in the regulation- or rule-making process.

House Bill 349, sponsored by Rep. Jeannette James (R-North Pole), which prohibits the use of the title "social worker" without a license and establishes two additional levels of professional social work licensure.

House Bill 353, sponsored by Rep. Pete Kelly (R-Fairbanks), which streamlines the state's adoption of the current version of national medical codes. HB 353 is designed to aid health workers who must describe their work in numerical codes and meet various standards, using the latest in national medical references.

House Bill 367, sponsored by Rep. Fred Dyson (R-Eagle River, which prohibits school districts from discriminating against part-time students by enrolling them only after full-time students have had the opportunity to enroll.

House Bill 411, sponsored by Rep. Alan Austerman (R-Kodiak), adds a winery licensee under Title 4 of the Alaska Statutes. By adding this language, an individual could seek a local-option election in any city to ban liquor licenses except a winery. The individual would then apply for a winery license and agree to have the Alaska Alcoholic Beverage Control Board ban retail sales in that particular city.

House Bill 449, sponsored by Rep. Gene Therriault (R-Fairbanks), which permits Alaskans to receive the full benefits from Roth IRA accounts. HB 449 extends the existing statutory protection offered to other retirement accounts to the new "Roth IRA" mechanism, doing so in a timely manner so individuals can roll over an existing IRA account with a minimum loss to federal taxes.
