Senate Approves Multitude of House Bills

Juneau -- With just four days remaining in the Second Session of the 20th Alaska Legislature, the Alaska Senate today approved House bills dealing with a number of issues:
House Bill 16: "Juvenile Delinquency Procedures" passed 19-0

Part of the Republican-led House and Senate Majority's "Commitment to Alaska," House Bill 16 authorizes communities to get more involved with minor offenders. Communities may become involved in the intake process for juvenile offenders and they may take children to civil court for minor offenses;
House Bill 206: "PERS for VPSOs" passed 19-0

House Bill 206 gives credit for previous VPSO service for individuals currently eligible for retirement benefits through the State of Alaska's Public Employees Retirement System (PERS);
House Bill 313: "Preventative Maintenance Requirement" passed 15-4

Part of the Republican-led House and Senate Majority's "Commitment to Alaska," House Bill 313 requires that local agencies and school districts have in place a preventive maintenance program prior to being able to receive capital for new construction, renovation, or replacement from the state;
House Bill 349: "Regulation of Social Workers" passed 19-0

House Bill 349 prohibits the use of the title "social worker" without a license and establishes two additional levels of professional social work licensure in addition to the existing license. It also establishes a Board of Social Work Examiners to oversee the profession;
House Bill 458: "Golf Course Beer/Wine License" passed 18-1

House Bill 458 extends the termination date of the Alcoholic Beverage Control Board for one year. It also establishes a license to permit golf courses to sell beer and wine;
House Bill 464: "Nursing Care at State Veterans' Home" passed 18-0

House Bill 464 authorizes veterans' home facilities to provide nursing home care and related medical services;
House Bill 245: "Domestic Violence Assaults/Prisoner Contacts" 20-0

House Bill 245 establishes minimum sentences for repeat domestic violence offenders and prevents accused criminals from contacting their alleged victims following arrest. HB 245 requires that batterer programs must meet Department of Corrections standards and allows evidence of other sexual assaults and attempted sexual assaults during prosecutions for sexual assault;
House Bill 486: "Alaska Securities Act"

House Bill 486 amends the Alaska Securities Act to bring the law into compliance with recently enacted federal securities laws. These new federal laws have a direct effect on the securities laws and regulations of Alaska and other states. Without passage of this measure, the state could have lost up to $5 million in fees;
House Concurrent Resolution 34: "Joint Committee on Electrical Restructuring"

House Concurrent Resolution 34 would establish a joint House-Senate Committee to study electric utility restructuring in Alaska. This committee will provide the next legislature with written recommendations on whether and how to implement electric utility restructuring in Alaska.
