Senate Approves Several House Bills on Day 119
Countdown to Adjournment Continues

For Immediate Release: May 17, 1999

Juneau -- The Alaska Senate Monday passed the following House legislation:

HB 79: Uniform Commercial Code: Letters of Credit

Sponsored by the House Labor and Commerce Committee, HB 79 would update Alaska statutes and adopt the Uniform Commercial Code standards developed for letters of credit. HB 79 passed the Senate 20-0.

HB 83: Alaska Securities Act

Sponsored by the House Labor and Commerce Committee, HB 83 amends the Alaska Securities Act to bring it into compliance with the National Securities Markets Act. Failure to bring the Alaska Securities Act into compliance by October 1999 could result in the loss to Alaska of $4-5 million dollars annually. HB 83 passed the Senate 14-6.

Portrait of Representative Pete Kott HB 135: Police Use of Eavesdropping Devices

Sponsored by Representative Pete Kott (R-Eagle River), HB 135 provides additional protection for undercover police officers by undercover officers to wear a transmitting device or "wire" without first obtaining a warrant. Conversations could not be recorded and could not be used as evidence at trial. HB 135 passed the Senate 20-0. Notice of reconsideration was filed.

Representative Norman Rokeberg HB 158: Notice of Insurance Cancellation to the Elderly

Sponsored by Representative Norman Rokeberg (R-Anchorage), HB 158 would permit the Division of Insurance to gather more in-depth statistical information regarding health insurance policies and mandate a different notice system for personal insurance policyholders over age 67. HB 158 passed the Senate 20-0.

HB 161: Reductions in Benefits Programs

Sponsored by the House Finance Committee, HB 161 provides for proration of payments to individuals receiving benefits from the State if the program under which those benefits are being disbursed does not have sufficient funding to permit full payment. HB 161 passed the Senate 13-7. Notice of reconsideration was filed.

HB 187: Certificates of Need for Health Facility

Sponsored by the House Health, Education, and Social Services Committee, HB 187 broadens the criteria for decisions regarding the issuance of Certificates of Need for health facilities. HB 187 passed the Senate 16-4. Notice of reconsideration was filed.

Sponsored by Representative John Harris (R-Valdez), HB 216 allow school districts and their bus contracts to use the most recent technology on school buses. HB 216 passed the Senate 20-0.

Representative John Cowdery HB 225: Campaign Finance and Legislative Ethics

Sponsored by Representative John Cowdery (R-Anchorage), HB 225 corrects a technical oversight in Senate Bill 105 which passed the legislature last session. Furthermore, HB 225 codifies several ethics committee findings and clarifies several ambiguities in the current ethics law. HB 225 passed the Senate 14-6. Notice of reconsideration was filed.
