House Legislation Passes Senate and House on Day 116
For Immediate Release: May 14, 1999
Juneau -- The Alaska House and Senate have passed the following House legislation on Thursday, May 13, and Friday, May 14:
HB 201: Overtime Compensation Computation
Sponsored by the House Labor and Commerce Committee, HB 201 clarifies that
overtime is required to be paid for work in excess of eight hours per day or
forty hours per week. HB 201 passed the Senate Thursday 20-0. Notice of
reconsideration was filed.

HB 214: Prison Litigation
Sponsored by Representative Eldon Mulder (R-Anchorage), HB 214 mandates that court
decisions affecting Alaska's prison system be as direct and unobtrusive as possible
regarding the overall operations of the prison system. HB 214 passed the Senate
Thursday 18-2. Notice of reconsideration was filed.

HB 177: Foster Care and Delinquent Minors
Sponsored by Representative Fred Dyson (R-Eagle River), HB 177 will allow foster
parents a voice in court, and information without regard to the judicial process
in which their foster children are involved. HB 177 passed the Senate 20-0.

HB 209: Alaska Science and Technology Foundation Grants
Sponsored by the House Finance Committee, HB 209 increases the size of grants for
which the ASTF must allocate at least 50 percent of endowment income and increases
the amount of the grant which the ASTF may award for development of the Kodiak
Launch Complex and the Fairbanks satellite ground station space park. HB 209

HB 217: Fishery Cooperative Contracts
Sponsored by the House Finance Committee, HB 217 grants specific statutory
authority to the Department of Revenue, necessary to collect
payments-in-lieu-of-taxes which are required under the American Fisheries Act
of 1998. HB 217 passed the Senate 20-0.

HCR 12: Joint Committee on Mergers
Sponsored by the Speaker of the House, Representative Brian Porter (R-Anchorage),
HCR 12 would establish the Joint Committee on Mergers as a Joint Committee of
the 21st Alaska Legislature to study issues relating to the proposed merger of BP
and ARCO. HCR 12 passed the Senate 20-0.

HB 167: Regulation of Mobil Home Dealers
Sponsored by Representative John Cowdery (R-Anchorage), HB 167 repeals the statutes
requiring mobile home dealers to be licensed and bonded in Alaska. HB 167
relieves private business of the costs of licensing and bonding fees which no
longer serve a public purpose, as no claims have ever been made against a
licensee. HB 167 passed the House 34-3. Notice of reconsideration was
