Juneau -- Below are budget factoids prepared by the Alaska State Legislature's non-partisan Legislative Finance Agency.

FY00 Budget Factoids

  1. Eliminating school foundation funding, the Medicaid match and all general funds appropriated to the Department of Transportation/Public Facilities and the University of Alaska would zero out the $1.1 billion fiscal gap for FY00.


  2. Eliminating permanent fund dividends and doubling the business income tax would zero out the $1.1 billion fiscal gap for FY00.


  3. Double every current tax (income, fuel, severance, cigarette, property and other) and the $1.1 billion fiscal gap would be eliminated.


  4. FY98 State foundation funding per pupil: $5,868. FY00 $1.1 billion fiscal gap per FY98 pupil: $8,499.


  5. FY00 $1.1 billion fiscal gap cost ratio per capita: $1,799.


  6. The $1.1 billion fiscal gap for FY00 is equivalent to 44,097 individual's gross salaries using the average per capita income for Alaska.


  7. The three year average non-formula operating budget total for general fund/constitutional budget reserve/investment loss trust fund appropriations equals the $1.1 billion fiscal gap.


  8. The three year average formula operating budget total for the general fund/constitutional budget reserve/investment loss trust fund appropriations equals the $1.1 billion fiscal gap.


  9. The $1.1 billion fiscal gap represents 51% of the three year average operating budget total for general fund/constitutional budget reserve/investment loss trust fund.


  10. The $1.1 billion fiscal gap represents 48% of all general fund/constitutional budget reserve/investment loss trust fund appropriations for FY99.


  11. Eliminate all non-formula funded programs and reduce the $1.1 billion fiscal gap to zero with approximately $44,000 remaining.


  12. Eliminate all formula funded programs and reduce the $1.1 billion fiscal gap to approximately $12,000.


  13. Eliminate all general funds in each department of the state except the Department of Health and Social Services and the Department of Education and the $1.1 billion fiscal gap is closed to within $50,000.


  14. Eliminate all general funds in the Department of Health and Social Services and the Department of Education and reduce the $1.1 billion fiscal gap to zero with $85,000 remaining.


  15. Eliminate all general fund match, general funds and general fund/mental health funding from the formula programs and reduce the $1.1 billion fiscal gap to within $27,000.


  16. Eliminate all general fund match, general funds and general fund/mental health funding from non-formula programs and reduce the $1.1 billion fiscal gap to within $43,000.


  17. Eliminate all personal service costs funded by general fund/constitutional budget reserve/investment loss trust fund in every State agency would total 65% of the $1.1 billion fiscal gap.
