House Legislation Passes on Day 118

Juneau -- The Alaska House Representatives and Senate Saturday passed the following House legislation:

In the Senate:

Representative Norman Rokeberg HB 13: Regulation of Escrow Accounts

Sponsored by Representative Norman Rokeberg (R-Anchorage). HB 13, known as the "Good Funds Bill," would require settlement agents to have sufficient funds on hand before transferring escrow and related documents. HB 13 passed the Senate 18-0.

Portrait of Representative Fred Dyson HB 70: Public School Surveys

Sponsored by Representative Fred Dyson (R-Eagle River). HB 70 tries to strike a practical balance between the rights of parents to control the educational experience of their children while allowing public officials to obtain apparently needed information and the grants that follow. HB 70 passed the Senate 17-1, but was reconsidered.

Representative Norman Rokeberg HB 143: Real Estate: Surety Fund and Disclosures

Sponsored by Representative Norman Rokeberg (R-Anchorage). HB 143 makes changes to the Real Estate Surety Fund and provides that staff paid with money from the fund can also perform administrative duties. HB 143 passed the Senate 20-0.

HB 156: Permanent Fund Investments

Sponsored by the Legislative Budget and Audit Committee. HB 156 adjusts the guidelines for Permanent Fund investment to provide increased investment flexibility, reduced risk, and hopefully, increased returns for the Permanent Fund. HB 156 passed the Senate 16-4. Notice of reconsideration was filed.

		Williams HJR 7: Constitutional Amendment: Referendum Petitions

Sponsored by Representative Bill Williams (R-Saxman). HJR 7 proposes a Constitutional amendment requiring signatures from 10% of the total number of those who voted in the prior general election in order for an initiative petition or referendum to be placed on the ballot. It also calls for signatures from 4% of the total number of those who voted in the prior general election from 30 of the 40 House Districts. HJR 7 passed the House 35-4.

HB 45: Initiative/Referendum Petitions

Sponsored by Representative Bill Williams (R-Saxman). HB 45 proposes statutes implementing HJR 7, which would require support statewide for initiative or referendum petitions before they could be placed on the ballot. HB 45 passed the House 37-2.

Representative Scott Ogan HB 227: Hatcher Pass Public Use Area

Sponsored by Representative Scott Ogan (R-Palmer). HB 227 permits the Matanuska-Susitna Borough to select up to 160 acres of land within the Hatcher Pass Public Use Area. HB 227 passed the House 38-0.
