  1. We have reviewed the University of Alaska new procurement code. It is thick, but written in common English, hence easy to follow.
  2. We have reviewed condominium cow, sheep and goat regulations. If 2 or more people own these animals they are condo cows, really. I guess it is real slow over at DEC.
  3. We are continually working many PFD appeals and trying to force the PFD Division to follow their own regulations.
  4. We are working with licensing of batterers councilors, the regs. seem to play lip service to licensing. A qualified Ph.D. applied, had his staff trained and submitted a proposal. The proposal was denied as deficient, he asked for a template to follow to remove deficiencies and was told there was none. So he is stymied from getting his required license because it seem that the department does not want the private sector to hold licenses.
  5. We are trrrryyyying to follow the new Medicaid regs. The purpose of the regs. is to adopt the RBRVS (Resource Based Relative Value Scale) methodology which will update fees based on the RVU (Relative Value Units) for the Medicaid fee schedules. No wonder no one understands what these folks are doing. Do they? WOW WOW WOW!!! this is just to set payment fees, am I stupid or is there something wrong here?
  6. The Pioneer Home folks made a presentation in Fairbanks last summer on Medicaid regs. They said they were too complex to understand! I agree. I suggested that they tell Finance Committee the same thing, I suggested that if Finance Committee was too ignorant to understand the regs., that perhaps their budget should zeroed out. They said they would get back to me but never did.
  7. We are working on the tinted glass regs. It appears that the Juneau Police Department is enforcing the regs unfairly. It seems that the person that gets a ticket must prove that the car windows were stock, not after-market. It seems they have you guilty until you prove yourself innocent, not the other way around, as it is supposed to be.
  8. We are working with several parties on regulation problems with assisted living homes.
  9. HB 264 Negotiated Regulation making passed the House this week. It has a State Affairs Referral in the Senate. We appreciate your help with this excellent Bill.
  10. HB 17 gives the DNR platting authority over plats in the Unorganized Boroughs. Now regs dealing with access to subdivisions can be addressed. The definition of subdivision is made the same in all departments. It passed out of Senate Resources last week and should be in Senate Finance soon.

I got the impression from many of you that my former missives were too long, and not being read, hence this nutshell.
