Sponsor Statement for HJR 19
Legislative Confirmation of the Judicial Council

Proposing an amendment to the Constitution of the State of Alaska requiring legislative confirmation of the appointed members of the judicial council.

Updated: March 23, 1999

The Judicial Council is created under Article IV, Section 8 of the Alaska Constitution and provides that three public members appointed by the governor shall be confirmed by the legislature. HJR 19 provides for legislative confirmation of all members of the Judicial Council.

The judicial activism of recent court decisions in Alaska has compelled people in my district and around the state to feel there is a disconnection between the judiciary and the people.

The legislative confirmation process will allow the public to review the qualifications and judicial philosophy of the appointees, as well as, give the public an opportunity to comment to the legislature on those appointments.
