Goals and Intent Statement for Governance Concept Bill

It is the purpose of this act to empower local and particularly rural communities to do the following:

  • Organize local government in ways that are culturally and fiscally appropriate, including strong leader, weak leader-strong manager, elder counsel, mayor, etc.
  • Perform those government functions that the local community wants to assume, including police and fire protection, animal control, waste management, utilities, planning, school administration, public works, airport management, land management, liquor and tobacco sale and use, drug and alcohol enforcement and treatment, judicial and corrections functions, etc.
  • Have the authority to set and collect taxes, fees, and revenues under State and Federal law.
  • Have the authority to receive funds from all Federal, State, corporate, foundation, and other sources.
  • Have the capacity to participate in a variety of enterprises including game processing, value-added industries, mining, ranching, farming, tourism, game guiding, manufacturing, forest products, etc.
  • Have the capacity to contract with the State, the Federal government, tribal, private profit or non-profit organizations, or others to supply any legal services the community desires.
  • Have the capacity to organize with other communities to provide any of the above services jointly, and to form larger organizations similar to present boroughs.
  • Have the ability to bond and make all manner of appropriate financial arrangements.

The communities covered under this act are to be subject to Federal and State Constitutional provisions.
