Goals and Intent Statement for Electric Power Universal Service Concept Bill

Findings: The Alaska legislature finds that affordable reliable power for
each community is essential for public safety, schools, airports, water and
waste water treatment, communications, schools, hospitals, etc. These services
are, or can be life support systems and directly affect public safety. The
Alaska legislature further finds that schools, community center, libraries etc.
are important in human and community development.

Goals:

To provide a fair and reasonable cross -subsidization program to allow
low-density areas to have their power costs subsidized by high density
and commercial/ industrial customers.

To provide financial and other incentives to induce power utilities to
modernize, use co-generation, waste heat recovery, distributed generation,
and alternative power sources.

Implementation: This act charges the House special committee on utility
re-structuring, in conjunction with the APUC, to produce a universal
service/cross-subzidation plan and implement legislation.

Time Frame: The final result of this study is to be presented to the Governor
and the legislature by January 20, 2001.
