1) Alaskas Constitution gives all Alaskans a common share in the states natural resources, including fish and game. However, the Alaska National Interest Lands Conservation Act passed by Congress in 1980 gives rural residents a priority for subsistence hunting and fishing on federal land in Alaska, nearly two-thirds of the state. The federal government took over subsistence hunting management in 1991, and plans to do the same this fall with fishing in rivers and other "navigable waters" if this conflict is not resolved.
What steps do you favor as a solution to the "subsistence dilemma"?
