Senator Lyda Green (R-Mat/Su) & Representative Alan Austerman (R-Kodiak) Introduced Legislation - SJR10 and HJR25 - To provide real protection for the Dividend and Permanent Fund Earnings -- No Changes Without a Vote of the People.
Under current law, a majority vote of the legislature could eliminate the dividend. There is absolutely no requirement that you have any direct say in how the Permanent Fund earnings are used.
Sen. Green introduced a constitutional amendment to require your approval before any changes are made to the amount of Permanent Fund earnings devoted to dividends or to inflation-proofing the principal of the Fund. In addition, voter approval would be required before the Legislature could spend any undistributed income (or left-over earnings) of the Permanent Fund.
This amendment simply ratifies and protects the existing program but adds the protection that before there are any changes to the Permanent Fund system the people would have to approve by a vote.
