The Governor signed SB 63 into law April 8 with an effective date of July 5, 2004. It proposes new statutory language to clarify when a municipality may tax an area that was annexed. It also clarifies the question of property taxes in a detached area.
An Act relating to a mandatory property tax exemption for certain private property interests on military bases or installations; relating to an optional exclusion or exemption from municipal taxation for residential property; relating to an exemption from and deferral of municipal property taxes on certain types of deteriorated property; and providing for an effective date.

SB 136 unanimously passed the House May 5. It clarifies the authority of a municipality regarding application of property tax exemptions for service areas. Increases the property tax exemption for residential properties from $10,000 to $20,000. Extends the time provided for deteriorated property to file for exemptions from five to ten years. Adds the terms "demolition, removal" to the deteriorated property exemption statute. Exempts certain private property interests on military bases or installations when they have agreements or payment in lieu of taxes.
