SB 353 unanimously passed the Senate March 15. It repeals a section of Ch. 92, SLA 1986, which required the Court System to provide a day-care facility in the Rabinowitz Courthouse in Fairbanks for the use of employees, jurors and witnesses. Legislation passed in 1986 authorized construction of a new courthouse and required a day-care facility. The Court issued a request for proposals, but it was non-responsive because a private day-care facility is already located within two blocks of the new courthouse. With no need for the day-care facility, SB 353 proposes to repeal the statutory requirement, for a general fund savings of $350,000.

Failed Senate on reconsideration May 9 by a vote of 4 to 15. An amendment to replace the sales tax with an income tax failed 4 to 15. Institutes a statewide 3 percent tax on the sale, lease, rental or use of tangible personal property and services within the state. Caps tax at $60 per purchase. Remits 1 percent back to local taxing jurisdictions that have at least a 3 percent local sales tax. Allows a transition period for communities that have a sales tax lower than 3 percent when they would receive a proportional amount of the 1 percent. Streamlines tax collection under the State, allowing the State to contract with local communities for field offices. Grants 14 exemptions, including food stamps, WIC program benefits, health care and prescription drugs.
